Beijing’s 15th Five-Year Plan blueprint puts satellite monitoring, 3D modeling and virtual reality on the same ledger as archaeology, museums and the return of relics lost overseas.
China will widen the use of artificial intelligence, satellite remote sensing, drones, 3D modeling and virtual reality under a new five-year cultural heritage plan covering 2026 through 2030.
The cultural heritage protection and inheritance plan for the 15th Five-Year Plan period was issued by the General Office of the Communist Party of China Central Committee and the General Office of the State Council. It calls for upgraded conservation equipment and stronger technical support for historic buildings, grottoes, ancient murals, rock art, earthen sites, ancient books and archival materials.
That list is not ornamental. China reports more than 760,000 immovable cultural relics and about 108 million pieces or sets of state-owned movable relics. Surveying that inventory by hand does not scale. Officials are pushing software, aircraft and orbiting sensors to do the watching.
The work is already moving past simple catalogs. Experts cited in the Xinhua report describe a shift from recording and monitoring sites toward earlier risk detection. The point is not a prettier archive. It is catching damage before a wall slumps or a construction crew cuts into a protected setting.
Wenwu-01 is the clearest hardware example. China’s first remote-sensing satellite built for cultural heritage protection lifted off in June. It is designed to watch the ground around heritage structures, not to pose as a tourist camera. High-resolution imaging and an AI recognition model are meant to flag changes such as abnormal construction. The same platform is supposed to track slower threats: landslides, floods, wind-sand erosion and land subsidence.
For executives and developers, the stack is familiar even if the subject is old stone. Remote sensing feeds change detection. Drones close the gap where satellites cannot. 3D models freeze a baseline. Virtual reality turns that baseline into a training and public-facing layer. AI sits on top of the imagery and tries to name what changed.
The plan does not treat those tools as a side lab. It sets out 33 major tasks for 2026 to 2030 and parks technological innovation inside a wider frame: archaeological work, intangible cultural heritage, museums and international cooperation.
Archaeology is being pulled forward in the development cycle. The document requires archaeological surveys before major construction that could disturb underground remains. It also calls for integrated protection of relics and the historic settings around them. That is a permitting and data problem as much as a scholarly one. Site surveys, construction timelines and monitoring feeds have to talk to each other.
Intangible heritage gets its own weight. China now has 45 elements on UNESCO’s lists and register of intangible cultural heritage, including silk craftsmanship, acupuncture and tea-processing techniques. More than 100,000 items sit on national, provincial, prefectural and county-level lists. The plan presses for stronger protection and inheritance of traditional festivals, crafts, opera, folk arts, music, dance and traditional sports. It also backs contemporary forms of expression and new settings for experiencing traditional culture.
Museums and living tradition sit in that same package. So does foreign work. The plan calls for deeper international cooperation, including bilateral projects, joint archaeology and exhibitions on Chinese civilization. It encourages efforts to trace and help return Chinese cultural relics lost overseas. It also seeks tighter work with UNESCO and other multilateral bodies.
None of that arrives as a product roadmap. The Xinhua account does not name vendors, model architectures, drone classes or procurement windows. What it does name is the job: upgrade the kit, watch the landscape around sites, detect risk earlier, and keep movable and immovable holdings in the same policy frame through 2030.
The operational picture is still blunt. A satellite can see a new scar in the dirt. An AI model can mark it as suspect construction. A drone can confirm the cut. A 3D file can show what the place looked like last season. Virtual displays can carry the record to a museum floor or a partner institution abroad. The plan’s bet is that those pieces, run together, will cover a country that already counts relics in the hundreds of thousands and movable objects in the hundreds of millions.
That is the assignment on paper. The next five years will test whether the sensors, the models and the field teams stay aligned when a flood, a slide or a construction boom hits a listed site.
