Beijing’s Monday AI Drop: U.S. Talks, National Compute, Academy Models

Beijing posted a U.S. AI dialogue track, a compute-network build order, a CAS five-year science stack, a talent/think-tank brief and a national battery plan. Use this as a spoken briefing or a YouTube read.

This is a Monday file, not a forecast. Four Chinese government tracks moved on Sept. 28, plus the Foreign Ministry’s first comment after last week’s Xi-Trump AI package. Read it top to bottom in about 10 minutes. Pause on the named build-outs: the November dialogue, the AI incident channel, computing-power networks, the Panshi/ScienceOne stack and the 2030 solid-state line.

Audience: executives, lab leads, policy staff. This is a record of what was published. It is not a how-to.


1. Diplomacy: U.S. AI talks, a November round, an incident channel

Foreign Ministry spokesperson Guo Jiakun said Monday that China will keep talking with the United States through an inter-governmental AI dialogue and other channels. He still put the United Nations in the main seat for global AI rules.

Anadolu Agency asked whether the new bilateral mechanism would be a sufficient framework for global AI governance. Guo did not call it sufficient on its own.

“China takes a constructive and responsible part in global AI governance and acts as a solution contributor to the process,” Guo said. “China stands for upholding the UN’s role as the main channel and building a fair and equitable global AI governance system. We are willing to maintain communication and exchanges with the U.S. through inter-governmental dialogue on AI and other channels. This is both an important pathway towards AI for good and for all, and integral to the vision of a constructive China-U.S. relationship of strategic stability on the basis of respect, fairness, and reciprocity.”

The dates sit behind that answer. President Xi Jinping was in the United States from Sept. 23 to 25. On Sept. 26 the Foreign Ministry posted eight deliverables from the visit. Item seven is the AI package:

“The two sides agree on the establishment of the China-U.S. AI Dialogue to exchange views on risks and benefits related to AI. The next exchange will occur in November 2026. China and the U.S. also agree to establish a bilateral communication channel for AI incidents.”

What is still blank: staffing, agenda, what counts as an incident, which ministry picks up the phone. Guo did not fill those blanks Monday. Watch November. Watch whether the incident channel is named to a department.


2. State Council: computing-power networks on the “six networks” start list

Premier Li Qiang chaired a State Council executive meeting Monday on macro policy and effective investment. Computing-power networks were listed among the “six networks” whose major projects are to start sooner.

The six, as named: water networks; new-type power grids; computing power networks; next-generation communication networks; urban underground pipeline networks; logistics networks.

The meeting said issuance and use of various types of bonds will be accelerated. Major projects in the 15th Five-Year Plan and the six-networks initiative will be expedited in terms of project commencement.

Relending is to increase for scientific and technological innovation and technological transformation, and for agriculture and small businesses. Fiscal spending is to be optimized. Monetary tools are to be adjusted in a timely manner.

Context on the same readout: 2026 growth is targeted at 4.5 to 5 percent, with a push for better results in practice. First-half GDP grew 4.7 percent. The meeting also flagged reservoir and grain-depot upgrades, investment and consumption policies, real-estate stabilization work, employment and income, a report on new pollutants, and a draft regulation on public-institution registration.

For this briefing, the AI-relevant pair is compute plus next-generation communications, funded on the same commencement calendar as power and logistics. Relending for sci-tech innovation and factory upgrades is the cash line next to that pair.


3. Chinese Academy of Sciences: the 2026–30 science stack

CAS released its development plan for the 15th Five-Year Plan period, 2026 through 2030. It called the document the overall roadmap and construction blueprint for the next five years.

Important priority fields include integrated circuits, artificial intelligence, quantum technology, life sciences and biotechnology, brain-computer interfaces and controlled nuclear fusion. Strategic high-technology work covers optoelectronics, space, information, ocean, energy and materials. Sustainable-development work covers agriculture, Earth and resources, and the atmosphere, ocean and ecological environment. Basic frontier work covers mathematics, physics, chemistry, biology, astronomy and geoscience.

AI is written as a research method and a management method. A chapter treats AI-led change in the research paradigm as a handle for faster breakthroughs. CAS said it will use strengths in mathematics, computer science, control science and scientific data.

New infrastructure named in the Chinese notice: the Panshi science foundation model — carried in English reports as the ScienceOne Omni foundation model — plus intelligent-scientist systems, a scientific corpus and scientific data centers.

A special task branded Intelligent Chinese Academy of Sciences is supposed to produce an integrated intelligent research-management platform. Three centers sit under it: resource allocation across the academy; command and dispatch of science and technology activity; research-management information. Officials also want a research “capability map” that is comprehensive, kept current and drawn with precise profiles.

National major science infrastructure and field observation stations are slated for digital, networked and intelligent upgrades, with tighter data collection, unified standards, stronger security and more data fusion.

No official was quoted by name in those accounts. The named kit for labs and vendors is the model, the scientist systems, the corpus, the data centers, the three management centers and the capability map.


4. CAS personnel track: schools, labs, talent, think tank

The same CAS plan puts education, science and technology, and talent on one track and calls for building a national strategic talent force. Construction of a national science and technology think tank is listed among tasks for a world-class research institution.

Other institutional jobs on that list: reform and management innovation of research organizations; transfer and application of sci-tech achievements; international sci-tech exchanges and cooperation.

The Chinese readout also stresses systemic attack on key science problems and deeper fusion of scientific innovation with industrial innovation, including faster cultivation of new quality productive forces.

Regional layout, from the fuller English update: Beijing and the Beijing-Tianjin-Hebei region, Shanghai and the Yangtze River Delta, and the Guangdong-Hong Kong-Macao Greater Bay Area as strategic highlands; Hefei, Chengdu-Chongqing, Wuhan and Xi’an as strategic pivots; other key regions as nodes.

5. Industry plan: new-type batteries, including 2030 solid-state scale

China issued its first dedicated national-level plan for the new-type battery industry, covering 2026 through 2030. Multiple departments released it, including the Ministry of Industry and Information Technology.

By 2030 the plan wants steady industry growth and stronger innovation across the chain; breakthroughs in advanced electrode materials, new electrolytes and high-end auxiliary materials; major progress in new battery systems; initial large-scale application of all-solid-state batteries; a cycle life of 15,000 cycles for long-life lithium batteries; and parts-per-billion defect rates at leading enterprises.

New-type batteries are defined as high-efficiency devices or systems for storing and converting electrical energy, including lithium, sodium and flow batteries. Innovation is supposed to run through operating principles, materials, structures and manufacturing processes.

Demand sources named in the Xinhua account: electric vehicles, the low-altitude economy, consumer electronics and humanoid robotics, plus battery storage for renewable integration and grid stability. Official figures put industry output value above 1 trillion yuan, about $149 billion, during the 14th Five-Year Plan period (2021-2025).

“This is China’s first dedicated national-level plan for the battery industry,” said Nan Cewen, a professor at Tsinghua University and an academician of the Chinese Academy of Sciences. He said “the plan builds on the country’s industrial scale and supply-chain strengths to guide the industry’s future development.”

Nineteen priority tasks sit across five areas, including innovation throughout the chain, industrial upgrading and development of the industrial system. Measures include accelerating breakthroughs needed for industrial-scale production of all-solid-state batteries and building a product supply system centered on lithium batteries, complemented by sodium and flow batteries.

Also named: safety and all-climate performance of power batteries for new energy vehicles; faster standards work; stronger intellectual property protection; better life-cycle traceability; tighter integration of battery technology with clean energy and end uses; closer integration of international trade and investment in the industry.

Why it is in an AI overnight file: the plan itself names humanoid robotics and high-performance packs, and it names storage that supports the grid those computing-power networks will draw on. The 2030 numbers are the checkpoints.

Five public moves, one day:
