The Chinese Academy of Sciences has released its development plan for the 15th Five-Year Plan period, 2026 through 2030, and put integrated development of education, science and technology and talent on the reform list. The same document calls for building a national strategic talent force and a national science and technology think tank.
CAS described the plan as the overall roadmap and construction blueprint for the next five years. One of the traits it flagged is sticking to education, science and talent as a single track and speeding the formation of that national strategic talent force. The English readout puts the same work among the tasks for building a world-class research institution.
That is the personnel spine. The labs sit on it.
The think tank is not a side memo. Construction of a national science and technology think tank is listed with reform and management innovation of research organizations, transfer and application of sci-tech achievements, and international sci-tech exchanges and cooperation. Those are the institutional jobs named beside the science jobs.
No official was quoted by name in the academy notice or the Xinhua account.
Priority science still fills most of the page. The plan sets directions for breakthroughs in basic research, strategic high technologies and sustainable development. It also calls for stronger foundational sci-tech capabilities and tighter coordination of the regional research layout.
The important priority fields include integrated circuits, artificial intelligence, quantum technology, life sciences and biotechnology, brain-computer interfaces and controlled nuclear fusion. Strategic high-technology work covers optoelectronics, space, information, ocean, energy and materials. Sustainable-development work covers agriculture, Earth and resources, and the atmosphere, ocean and ecological environment. Basic frontier and interdisciplinary work covers mathematics, physics, chemistry, biology, astronomy and geoscience.
AI is written as a management problem as well as a research problem. A chapter treats AI-led change in the research paradigm as a handle for faster breakthroughs. CAS said it will use strengths in mathematics, computer science, control science and scientific data. New infrastructure is slated to include the Panshi science foundation model, intelligent-scientist systems, a scientific corpus and scientific data centers.
A special task branded Intelligent Chinese Academy of Sciences is supposed to produce an integrated intelligent research-management platform. Three centers sit under that platform: one for allocating innovation resources across the academy, one for commanding and dispatching science and technology activity, and one for coordinating research-management information. Officials also want a research “capability map” that is comprehensive, kept current and drawn with precise profiles.
Industry is named as a counterpart, not an afterthought. The Chinese readout stresses deeper fusion of scientific innovation and industrial innovation and faster cultivation of new quality productive forces. The English account frames the academy’s aim as a world-class research institution that can move results into use.
For executives and developers watching hiring, lab partnerships and policy shops, the named build-outs on the talent side are the integrated education-science-talent track, the national strategic talent force and the national S&T think tank. On the operations side they are the capability map, the three management centers and the transfer-and-application brief. International exchange is on that same list. So is reform of how research organizations are run.
