The U.S. Department of the Treasury on October 1, 2026 designated the A7 Network — a shadow banking network with ties to Russia that the department says the Iranian regime has used to evade sanctions — as a significant transnational criminal organization, and paired that Office of Foreign Assets Control action with a Financial Crimes Enforcement Network proposal that would prohibit transmittals of funds involving the network’s Sub-Agents.
The share of Russian trade attached to the network is not a Treasury finding. By its own account, as of January 2026, the A7 Network claimed more than 2,000 transactions a day and a volume of more than 7.5 trillion rubles, which the Treasury release converts to $91.5 billion, or approximately 13 percent of the Russian Federation’s 2025 foreign trade transactions.
Why it matters
For an exchange, a correspondent, or a trade-finance counterparty, the exposure is the rail. A venue that touches an A7 Sub-Agent, or the already blocked A7A5 token, now sits against a network-level OFAC designation and a FinCEN proposal that would cut fund transmittals to those Sub-Agents once final. Investors and enterprise buyers should keep the two volume figures apart: the approximately 13 percent of Russian foreign trade is the network’s own claim, while the more than $17 billion is FinCEN’s investigative total for January 2025 through June 2026. Only the second belongs in a compliance file as a department finding.
