Cabinet also pushes faster bond use, 15th Five-Year Plan starts, relending for tech upgrades and a 4.5%–5% growth target
Premier Li Qiang on Monday chaired a State Council executive meeting on strengthening the effectiveness of macro policies and promoting effective investment. Computing-power networks were named among the “six networks” whose major projects are to start sooner.
The meeting noted that, in response to emerging challenges in the economy’s operation, efforts should be made to intensify counter-cyclical adjustment of macro policies and promote innovation-driven, high-quality and sound economic development. China will strive to achieve its annual economic and social development goals, it said.
The growth band is already on paper. The country has targeted 2026 growth at 4.5 to 5 percent and will strive for better results in practice. In the first half of 2026, GDP grew 4.7 percent.
Money and projects were treated as one file. The meeting said the issuance and utilization of various types of bonds will be accelerated. Major projects specified in China’s 15th Five-Year Plan and the “six networks” initiative will be expedited in terms of project commencement.
The six are listed, not left as a slogan. Water networks. New-type power grids. Computing power networks. Next-generation communication networks. Urban underground pipeline networks. Logistics networks.
That compute line sits next to the communications line. For executives and developers tracking data-center interconnect, model training loads and carrier build-outs, the cabinet put both on the same commencement list as power and logistics.
Older iron was not dropped. The meeting urged efforts to advance the renovation and upgrading of aging and dilapidated reservoirs and grain depots, and to implement policies designed to expand investment and boost consumption.
Fiscal and monetary tools were named in sequence. According to the meeting, efforts will be made to optimize fiscal expenditure, adjust monetary policy tools in a timely manner, and increase relending support for scientific and technological innovation and technological transformation, agriculture and small businesses.
Housing and pay were bundled at the end of that block. The government will examine and roll out policies and measures aimed at stabilizing the real estate market and promote employment and income growth, according to the meeting.
Monday’s session had two other items. It heard a report on work related to the control of new pollutants. It also deliberated and approved a draft regulation concerning the registration and management of public institutions.
No official was quoted by name in the Xinhua account. The verbs belong to the meeting: noted, said, urged.
The investment brief, stripped of padding, is a start-date brief. Bonds are to be issued and used faster. 15th Five-Year Plan projects and the six networks are to break ground sooner. Relending is to thicken behind sci-tech innovation, factory upgrades, farms and small firms. Computing-power networks and next-generation communication networks are two of the six. They move with water, power, buried urban pipe and freight, not as a separate tech annex.
