On 12 October 2026 the Council adopted Decision (CFSP) 2026/2279 amending Decision 2014/145/CFSP, designating 1,569 individuals and entities (826 Russian companies and 743 CEOs) that supply components for missiles, UAVs and aircraft.

The measures impose an asset freeze, a prohibition on making funds or economic resources available, and a travel ban on the natural persons listed. The package brings the total under the territorial-integrity regime to close to 4,600 listings and is the single largest set the EU has agreed.

Who this affects

  • For exporters: EU persons are prohibited from making funds or economic resources available, directly or indirectly, to the listed companies or CEOs or for their benefit.

  • For investors: The listed companies are described as mid-level suppliers generating an annual turnover of at least €20 billion and employing more than 250,000 people.

  • For counsel/compliance: Screening must now cover the 826 companies and 743 CEOs under the asset-freeze and funds-prohibition rules of the territorial-integrity regime.

  • For policymakers: The listings target suppliers of electronics (including semiconductors, microcircuits and computers), communication equipment, aviation, satellite and missile systems, explosives, ammunition, optics and navigation systems.

The read

The record shows the EU continuing to expand the territorial-integrity designations to mid-level industrial suppliers rather than solely end-producers of weapons systems. The components named in the decision (semiconductors, microcircuits, computers, radars, optics, navigation systems) sit at the same dual-use/electronics nodes already controlled under the Dual-Use Regulation and the 833/2014 sectoral measures.

What was the action?

The Council adopted additional restrictive measures under the regime concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine, designating 1,569 individuals and entities.

What’s the penalty / scope, and how is it set?

No monetary penalty is stated. The measures consist of an asset freeze, a prohibition on the provision of funds or economic resources directly or indirectly to or for the benefit of the listed persons and entities, and a travel ban applicable to the natural persons.

Who else is exposed?

Not specified in the record beyond the 826 Russian companies and 743 CEOs designated as mid-level suppliers to Russia’s military-industrial complex.

What happens next

The decision enters into force on the date of its publication in the Official Journal. The listings remain in force until reviewed or amended by the Council.
