Commission Registers ECI ‘Creation of a European Digital Space (.IA) for Sovereign AI Governance’

On 6 October 2026 in Brussels the European Commission registered the European Citizens’ Initiative ‘Creation of a European Digital Space (.IA) for Sovereign AI Governance’ as legally admissible under the European Citizens’ Initiative Regulation (IP/26/2064).

Registration is a formal check only: the Commission has not analysed the substance, and the act does not bear on any later decision. A Commission response is required only if the initiative collects at least one million valid statements of support, with minimum numbers in at least seven Member States.

Who this affects

  • For exporters: Not specified in the record.

  • For investors: The organisers ask the Commission to negotiate with ISO and ICANN/IANA on reservation, protection and allocation of the .IA namespace “as an asset of European digital sovereignty.” No registry, applicant, or commercial party is named.

  • For counsel/compliance: Admissibility is not a merits finding. The stated objectives would have registration and resolution of .IA incorporate Sovereign Digital Identity (eIDAS 2.0), transparent algorithmic auditing (AI Act) and personal-data protection (GDPR). The text is the organisers’ view, not the Commission’s.

  • For policymakers: The Commission must react, and justify what if any action it takes, only after the signature thresholds are met. It may take none.

The read

The operative sentence is that registration “does not influence the Commission’s final decision on its merits, or any potential action it may take.”

The ECI, introduced by the Lisbon Treaty and launched in April 2012, is an agenda-setting device: one million citizens from at least seven Member States may invite a proposal only in areas where the Commission has power to act.

This is the 136th initiative the Commission has registered. Meeting the bar obliges a reasoned decision, not a legal act. The .IA ask chains three existing instruments — eIDAS 2.0, the AI Act, and the GDPR — to a namespace negotiation with ISO and ICANN/IANA that the Commission has not endorsed.

What was the action?

The Commission registered the ECI after finding it met the formal conditions in the European Citizens’ Initiative Regulation: the proposed action does not manifestly fall outside the Commission’s power to submit a legal proposal, is not manifestly abusive, frivolous or vexatious, and is not manifestly contrary to Article 2 TEU or the Charter of Fundamental Rights. The organisers invite the Commission “to propose a framework for high-trust digital spaces and to take the initiative at European level to negotiate with ISO and ICANN with a view to safeguarding the .IA domain.” The three objectives are an EU framework for ‘High-Trust Digital Spaces’ and sandboxes for ethical AI; negotiation with ISO and ICANN/IANA on the .IA namespace; and incorporation of eIDAS 2.0, AI Act auditing, and GDPR into .IA registration and resolution.

What’s the penalty / scope, and how is it set?

No penalty. The action admits the initiative to the signature procedure. Organisers have six months from registration to open a 12-month collection period. The Commission decides on the initiative only if it collects at least one million valid signatures from EU citizens, with minimum numbers in at least seven Member States, and must then justify what, if any, action it takes.

Who else is exposed?

ISO and ICANN/IANA are the only outside parties named, as the bodies the organisers want the Commission to negotiate with. No company, registry operator, or Member State is identified. The Commission states that the initiative expresses the organisers’ views and cannot be taken to reflect its own.

What happens next

The open clock is the organisers’ six months to start the 12-month collection. If the one-million and seven-Member-State minima are not met, no Commission decision is required. If they are met, the Commission must react and justify its choice, including a choice to take no action. The release does not set a calendar date for either step.
